Rules (2026 Current)
One identity = one Individual account
An Individual Apple Developer account is bound to your legal name and government ID. Apple does not allow the same person to hold multiple paid Individual accounts.
Multiple Apple IDs are allowed, but...
You can create as many Apple IDs as you want. However, you cannot use the same ID document to enroll multiple Apple IDs into the paid Apple Developer Program.
Organization accounts are not limited by this rule
If you own multiple companies, each one (with a unique D-U-N-S number) can have its own Organization developer account. These do not conflict with your personal Individual account.
Free development (Personal Team) does not count
Using a regular Apple ID for free Xcode testing is not considered a "paid developer account." There is no limit on how many you can have, but they come with strict restrictions: 7-day signing certificates, a maximum of 3 active devices, and no App Store distribution.
Legitimate Ways to Have Multiple Accounts

Different identities (family members or partners): Each person gets 1 Individual account with their own ID and payment.

Register Organization accounts: Incorporate a company → apply for a D-U-N-S number → enroll as an Organization. Multiple companies = multiple accounts.

Mix Individual + Organization: You can hold 1 Individual account plus any number of Organization accounts. This is fully compliant.
Risk Warning

Attempting to register multiple Individual accounts under the same identity, or centrally managing accounts under borrowed identities, may trigger Apple's fraud detection and result in account termination.

If an account is terminated, all associated certificates, apps, and in-app purchases will be affected.
